Reinstall APP

I am having problems with an APP I downloaded - iCall. I have deleted the APP then reinstalled it, but when I do it still has the APP data with it and the problems persist. Is there any way to complete delete an APP and it's data from my iPhone so I can reinstall and go back to square one with the APP?

iMac Intel (2.4GHz Core Duo 2), Mac OS X (10.5.1), iMac Intel (2.0GHz Core Duo - 10.5.1), G4 iMac - Mac OS X (10.4.11)

That's exactly what I did, I even went a step further and synced the iPhone a second time after I removed the APP just so I would have the recent backup sans the APP. However, when I reloaded, the data associated with the APP reloaded too.

Somewhere there is a cache that keeps all your APP data - even if you remove the APP. I need to be able to delete the APP data for this APP so I can reload it fresh.
