I am having problems with an APP I downloaded - iCall. I have deleted the APP then reinstalled it, but when I do it still has the APP data with it and the problems persist. Is there any way to complete delete an APP and it's data from my iPhone so I can reinstall and go back to square one with the APP?

Delete it from the phone and from iTunes. Redownload it from the App Store. Note that even paid apps can be redownloaded for free:

There is no cache that keeps your app data, other than the backup created by iTunes. However, some apps store data on a server (i.e. not locally). What app are you referring to?
