PC isn't recognizing iPhone in My Computer

I recently bought a new computer and am running Windows Vista. When my iPhone is connected, it no longer shows up as a camera in My Computer. On my old machine, running XP, it would show up and I could take pictures off the iPhone and transfer them directly to my computer.

What's wrong?! Why isn't the iPhone showing up on my new computer???

I copied the following provided by Damon M in another thread.

If you are running windows vista, the apple iphone will show up under portable devices sections when you open computer.
If there are not any photos in the camera roll, then iphone will not show up under portable devices.
If the iphone shows under portable devices, right click on it and choose import pictures.
This will open an import wizard and ask you to name the photos to import.

If your iPhone includes photos in the camera roll, does it not show up under portable devices?
