tv screen view frozen can't get to menu

My Apple TV is showing a frozen view of 1/2 a screen picture and the rest lines. I can reset the Apple but can never get the picture off the screen to see the menu. Have tried reset, unplugging and factory restore and still have same view on tv screen. Any ideas what to do next?
