Multiple Videos Playing the same Time.

Can you create a video were the screen is split up and its playing 4 videos at a time. With each video being different but its playing the sound and video all at the same time.

If I'm being to vague please let me know.

You can do it with QuickTime Pro.
You'd first make your individual videos the in QTP you can merge them together.

Never mind I looked it up thats not to bad, but are there any options in imovie to do this our is QTP my best bet?

Sorry, no there isn't. That's why QT Pro. iMovie has Picture In Picture only. Final Cut Express can do this but that's a $150-$199 investment as it is a timeline based pro type editor that allows multiple simultaneous video and audio tracks.

After I make the video using QTP can I then use iMovie or iDVD to burn it to disc?

Yes, you would use iDVD. QTPro doesn't have a "Share" menu option similar to iMovie, but that doesn't limit you. You definitely want to use iDVD. By design and branding as Apple products it is quite simple to open your QT movie file in iDVD to burn a disk. This would be true even if you have music, chapter markers, etc. in your movie.
