Does WiFi Count as Data When Roaming?

I'm heading to Canada this week and I don't have an international data plan. I got to wonderin', if the phone is connected to WiFi (instead of Edge or 3G), does web surfing or other data usage count as data roaming?

Thanks ahead...

As noted above, NO. However, you might consider getting the cheap data plan for 20 MB for $25. While I can't prove it, these international data plans are supposed to be pro-ratable. I don't know how long you're going to be in Canada, but assuming 2 weeks, the 20MB plan should only cost $12.50. For that to happen, you might be limited to 10MB. Put a plan in force the day you depart and cancel it the day you get back.

I was just over in Greece earlier in the month with a data plan and hardly used any of it. I think my usage was about 5MB over 11 days. Now I was very careful in not turning it on very often and I did NO streaming. Anyway, for a few bucks I was able to connect when I didn't have WiFi available. Zero your usage counter out and then monitor it so that you don't go off the deep side. I think if you go over the plan limit, its $5 per MB. I've heard that IF you do go over the limit, you can call ATT and retroactively sign up for the next higher plan.

Another thing to get ASAP (if you don't aready have it) is the Skype App. You can call anywhere in the world for 2 cents a minute and its totally free IF you're calling another Skype user. I made several calls from Athens to the US and only burned up about $2.50. It works just like making a regular call and is about 100% more seamless than the computer Skype version. I think this program is a MUST for any international travel. There is a restriction in that you have to have a WiFi connection to use it. In Anthens I mainly used some free signal from "Nick the Greek" that floated into my hotel room. I even made a local Skype call in Athens because the hotel had a big charge for local dialing. IMHO, this is a 5 *** program.
