Force a machine so that all webpages go to one page

I'm not sure where to ask. But here it goes:
I have the ability to apply applescripts and/or unix shell scripts to a stolen laptop when the user takes the machine online.

I want to change the machine via Applescript or a Unix Shell Script to force it to go to a Stolen Report Webpage every time the user tries to access a webpage. I'm not sure how to do this if either via a preference file or a host file. If this is at all possible please let me know...

More information:
It is a stolen laptop that our company is tracking. The Laptop is running 10.4.11 and the user does not know how to change the root account or have the root password for the machine. The tracking software allows me to send packages, install files, scripts to the machine to execute. If you ahve more questions, please feel free to ask.. Thanks for any help you can offer...
