International HTML standards

Once I have read in this forum a nice comment about international standards for html documents. I think (but am not sure) it was written by iBod. The comment was made when answering a question of mine about encoding problems in Safari. I cannot find this (old?) thread in the forum. Would someone (say iBod) care to remind me about those standards and supplement it by some relevant web cites.

Tom,
Need you help once again. The internet edition editor (of some newspaper) to whom I have sent the cite you recommended has found it "too professional...". This definitely puts a question mark on his professional skills, but does not help me, as a reader of this newspaper internet edition, to get a better html performance. I kindly ask you for other cites, if you happen to know, which deal 'less professinally' with international all-platform html standards.
