Safari scroll-bar problem

Safari sometimes screws up the scroll bar on the side of the window. The normal scroll bar is sometimes displayed on top of a non-functional cut-off scrollbar, which is lower than the working scroll bar. If I click and drag to scroll through the contents of the window, it works fine, but if I try to use the arrow keys (which is what I usually do) the screen doesn't move.

This does not seem to occur regularly or in a predictable way. It does seem to happen frequently on the TV guide website, which has embedded scroll-bars, but not always, and not exclusively.

Any suggestions?

Same problem here in gmail, for example. Could you read this post and see if you can replicate it? Just to clarify, when I say 'make the screen narrower' I mean make it smaller so that a vertical scrollbar appears.. My experience is that if there is a vertical scrollbar, the horizontal one is fine.

It doesn't have anything to do with Java as far as I know.
