Inserting page break doesn't move images

I have a number of images floating in my document. I do not wish to change them to inline with the text and I'm not sure if that would even help.

I need to insert a page break before a page. Lets say I want to insert a page break between pages 2 and 3, and there are no images on page 3 but there is an image on page 4, when I insert the break, the text all moves fine, but the image on page four, remains on page number 4 instead of moving with all the text. The document is about 30 pages with images on most pages, so re-ordering them is not an option. Is there a way to make the images shift with the text?

Floating images are not "anchored" to the page & its text layer so they don't move when page or section breaks are inserted before them.

I did come up with a bit of a workaround, though. Insert a section break (not a page break) after the last character on pages 2 & 4. Show page thumbnails via the menu bar or tool bar. Sections have a yellow border around all of the pages in that section. You can now rearrange the sections in your document.
