What's the website you're visiting? I have the same model MacBook Air (1.1) in front of me and I'm curious to see what you're referring to on this URL. I've never noticed an issue and I frequent websites with a lot of black backgrounds.
One website I just went to (http://2advanced.com) and frequent, didn't have any ghosting/artifacts.
I uploaded a video of the issue. Its a little large but I tried to make the quality as high as reasonably possible to show the issue. http://steve.blogme.us/wp-content/uploads/2009/05/clip-2009-05-08-125711.mov
I take it this is on the internal display, not an external monitor? It certainly looks like the LCD on the machine.
I've never seen that issue on my display, so I think the next step, would be to get someone to look at it... either an Apple Retail Store or an Authorized Service Provider. That's definitely not normal, so it's worth getting a second opinion.
I'd be curious to see if it happens on an external display.
