Are they single sided half size flyers or double sided?
Not that it matters.
Just set up your page to landscape in Page Set-up, then do a duplicated layout on each half of the page.
If it is double sided, layout each side on one half of the page. When you turn it over and feed it back into the printer the alternate side will print behind the other one, so that when you cut it in half they are twin front and back copies.
Make sure you allow twice the margin in the middle so they split evenly.
Just test which way they need to go back into the printer so they are not turned upside down.
