Failed calls - shut down button

Recently, my calls are not going through or dropping, in my house. Have a non
Iphone ATT that works fine, today I was out and wemt to make a call and had no service were I get service, so I tried to turn off but now when I hit off button,
screen just goes black, no slider to turn off.
