DVD Flicker

When I burn my DVD from Final Cut Express/iDVD, the movie flickers in several areas. I played the DVD on two different players and got the same problem in the same areas. It has happened on two different burns on different days.

Any ideas? It somewhat seems to follow the heavy beat of the music, but not in all areas.
