Gives busy signal rather than voicemail

Hi I'm having a problem with my iphone 3g... my visual voicemail works fine, I can see it and can hear my greeting. The problem is when a friend calls me, if i ignore the call or don't pick it up, it will give them a busy signal rather than my voicemail. Having a voicemail is very important for my work so this is a real pain. If anyone has any suggestions to fix it, I'd really appreciate it.

Your voicemail greeting is stored on AT&T servers as are voicemails, which after being recorded at AT&T servers are downloaded to the iPhone via AT&T's data or internet network.

If callers are not getting your voicemail greeting and are unable to leave you a voicemail - callers are getting a busy signal instead, you should call AT&T technical support about this.
