Dragon Ball Z Effects?

I'm sure many of you are at least aware of this show. I was just wondering if it is possible to create dragon ball z effects going anywhere from the "Auras" around the character to the change of eye or hair color. I tried searching on youtube and google, but only seemed to find videos that used Adobe After Effects.
