Can't open PDF file says "file does not begin with %PDF"

I'm trying to open a PDF file from a website (lsac.org) and when a new window pops up it just says that the "file does not begin with %PDF". Any solutions?

Macbook Pro, Mac OS X (10.5.7)

Well, in order to get to the link, or hyperlink, it requires a password into the website. When it opens, or tries to open, in a new window there is a web address at the top, but the page is blank and says the message "file does not begin with %PDF". I believe it is a PDF because the website says "to read this pdf you need adobe reader", so I can safely assume it is a PDF file. Even more, I can open the file fine using another computer that run windows vista. thanks
