USB Drive and File Permissions

I'm observing that if I copy a file from a USB key drive into my home account on my startup drive, the permissions are set to read and write access for everyone. Does this make sense as being the proper behavior? I understand why the file on the USB drive might be set to full access, so that you can take it to any computer and edit the file, but don't you think once you copy it to your own hard drive, it should be changed to the standard file permissions (Read and Write for owner, Read only for others)?
