Sim Card Does Not Match Phone!

Anyone else getting this error? I've spent hours trying to fix it. Started with AT&T - got advice along the lines of "Go to your settings &..." - uh, phone is not activating, no settings to go to.

Now getting sophisticated help from Apple tech, and seem to be making some headway.

I am wondering if anyone has gotten & solved this issue, and if not, if anyone gets the error, I recommend going to apple directly and doing whatever it takes to get by the automatic forward to AT&T for activation issues.
