Create apps on windows?

is there a apple program that lets you create applications for the app store for windows?. I have windows vista and cant afford a mac. Is there any way? or must i buy a mac laptop?

    for creating iPhone app store applications Apple has released the iPhone SDK http://www.apple.com/downloads/macosx/development_tools/iphonesdk.html

    But is is only avaiable/running in OS X, not in Windows.

    Yeah there might be an unofficial way by hacking or something but the iphone sdk specifically states you need to be running macosx hence need for mac hardware.
    I got my macmini just for programming iphone apps and I just like Macs in general

    Ummm...no there isn't. Mac OS applications do not and cannot run on Windows.
