OK if you lock your home screen and put your ear to the speaker you should be able to hear a high frequency sound. I tried it on my 3G S and the sound was defiantly there!
I have a similar problem. I got my 3GS 32GB today and loaded the radio apps while still at the apple store. I got in the car and hooked up the phone to the car stereo with my funky Monster cassette adapter streaming iHeart radio via ATT's 3G and there came the ugliest static you would ever hear from any cheap electronic, not to mention from a kit that just cost me $568.00 including tax.
Not even the original iPhone had the same noise. Of course I shut it down and pulled out my just-old 3G straightaway. You bet I would be returning this Apple's junk, maybe it's not time yet to dole out my hard-earned cash once again on Apple.
I often hear these kinds of high-pitched tones emanating from older CRT based TVs or computer monitors. I'm hearing it come from my iPhone 3GS (32GB, white) as well. I picked up on it first after sending a text message, but also tried locking the screen and I can hear it then too. If I'm in a quiet room I can hear it no matter what, but if there is some background noise I have to hold the phone to my ear to notice it.
I'm hoping this is fixable in software as I really don't want to drive 2 hours to the nearest Apple store to get my brand new phone replaced.
I hear this sound too. In addition to hearing the high-pitched whine for a few seconds after locking the phone or receiving an SMS, I also can hear it while recording a video, the result is there is a high-pitched whine in any video I record with the iPhone, at least if it is recorded in a relatively quiet place.
I am curious, for folks having the issue....what color/size if your 3 GS
I have three friends with black 32 GB phones and they all have the issue, but one with a white 32 GB phone doesn't.
Following up on that Boy Genius report, another blogger found a workaround at least to the audio/video recording issue (albeit not for the whine after a sound plays)
Readers....can you please post your serial # and model number, and whether you are having the issue. Let's see if we can narrow it down to a range of serial numbers maybe...

I am having the issue, my model is MC137LL and my serial is 86923A463NR
I don't hear it when I put my ear to the BOTTOM of the phone, but I DO hear it from the..well, whatever it's called where you put your ear when listening on a phone call. I'm 34 and have impeccable hearing. Weird.
My phone does have the high-pitched whine after system sounds play, but I also noticed another (and in my opinion, more serious) sound issue.
I tried to play music on the new iPhone 3GS through a Monster cassette adapter on my car stereo and noticed that if you turn the iPhone sound up past about 40% there is an awful high-pitched screeching noise, even if a silent part of the music track is playing. If you hit the volume down button it goes away instantly, and returns instantly if you turn the volume up.
The screeching happens even when the ipod application isn't running and only stops when the phone goes into standby. I also tried using it in airplane mode to make sure it wasn't RF interference, but that didn't help. I also swapped in my old 1st-gen iPhone, which did not cause the same issue. At the time I was guessing that there might be some inaudible high-frequency noise that was overloading the cassette deck.
I can't hear any issues when using headphones (tried it with some Klipsch Image in-ear phones, Sennheiser on-ear phones, etc.), but the cassette adapter setup is nearly unusable because of this issue.
I also have this issue. I particularly noticed it using the new Voice Recorder app, but also could hear it when I first turned the phone on. I hope Apple can develop and issue a fix for this, or I may have to go back to my original iPhone.
