How to open an encrypted Disk Image using Windows

I've created an encrypted Disk Image using Disk Utility on OS 10.5.7 with Format MS-DOS and Master Boot Record Partition Map. I've copied it onto a Stick formatted for MS-DOS (FAT32). Then I connected to Windows XP Machine, but Windows couldn't find an Application to read the File.

What Software do I need on the PC Side (XP and Vista) to open and mount it?
And does it matter if the Stick is formatted in Fat 16 or 32?

MacBook Pro, Mac OS X (10.5.7)
