View Calender by 15 min. increments

If you just got it and upgraded you will have the latest version. You can check by having iCal in the front, and clicking on the iCal menu (top left) then choose about iCal. That window will tell which version.

So you should be able to see 1/2 hour increments and easily set 15 minute increments. You might want to check out this sight: http://www.apple.com/support/mac101/work/10/ for iCal help and http://www.apple.com/support/mac101/ for general getting started.

What version of iCal? In mine (2.0.2) I see 30 minute increments and events snap to 15 minutes.

There is no way to change this under the current version. Keep in mind I think Apple is trying to provide a very basic and easy to use (ie KISS) calendar app and is expecting 3rd parties to provide anything more sophisticated.

When you make a new event it will be on a "rounded" time - 15/30/45/00, but you can then adjust it to any start and finish time you like using the from and to fields in the info pane.
