if you are refering to when a call comes in and it shows their name and their picture...in order to have it look like it does on the commercials you need a Mac computer and you set it up that way on the computer...you can add a picture thats in your camera roll to your phone book entry, but when you do this the picture takes up the whole screen when called

Ignoring the body, I will go with the topic words. There are two methods to the question:

1) "I want to put my face and a name tag on the lock screen. How do I do this?"
Using a paint editor that puts text over the image, type what you want on the image. Or you can make a property address tag claiming a reward of return. Save the image to your photo directory to upload to the iPhone. Then go to your photos on the iPhone and select the image, press the forward button, and "set as background".

2) "I want a picture on all incoming calls not displayed on the lock screen. How do I do this?"
When a call comes in on unlocked you see it but and may see it on your locked screen but I can't recall seeing that. But if it isn't then you will see a PUSH screen with calls and missed calls.

"wana put my pic and name" on "top of lock screen" of iphone.....Thats it.

As was said before, the only way to do this is to link the picture to a contact while on a Mac (in OS X Contacts), and sync the contacts to the iPhone. The picture will then appear as a small thumbnail, next to the name at the top of the lock screen.

You can't do this by linking a photo to a contact within the iPhone - the picture fills the lock screen. AFAIK, it can't be done in Windows - Outlook doesn't link photos to contacts.
