Help-have money in my itunes acount but cant buy app,asks for credit card

Just got a new iphone 3gs
i put money in my itunes account via itunes gift cards
i currently have a blanace or 12 dollars, i bought a song the other day and everything was fine, i can download free apps as well

today i tried to buy an app that cost 4.99, and it keeps directing me to sign in and complete billing information. so i sign in, and i leave the cread card to "none" cause i dont want to give out credit card, especially since i have a balance of money in there allready.

how come i cant buy an app ?

Due to some legal restriction, gift cards cannot be used to buy apps n the Canada store.

"iTunes Gift Cards Terms and Conditions (Canada)
This card is redeemable only on the iTunes Store for the Canada. To redeem this card you must have an iTunes Store account, subject to prior acceptance of license and usage terms. To open an account you must be above the age of 13 and in Canada. The iTunes Store requires iTunes 6.0 or later (7.0 or later for video), compatible software and hardware, and Internet access (fees may apply). Not redeemable for cash (except if required by law). *iTunes Gift Cards may not be used on the Canadian store to purchase applications and games.*"
