Leopard Themes

May i ask why doesn't Apple develop themes and other user customizable Leopard caracteristics like the finder and the buttons and so on?
I'm sure that with the whole creativity that Apple has proven so far , it can't be hard to create original OS X themes. Or is it a problem of implementing them in the system ?

Why should Apple spend development time giving people a way to deface the attractive look of the Mac OS, which Apple has worked long and hard to develop? Let third-party developers work on that for those who want it.

I totally agree, they've done a wonderful job but after some years of working with the OS X , i feel the need for a change for a more personalized Leopard and i think that Apple should give me that chance, to chose from another Apple developed themes that best suit my character and liking. Besides, the other themes are to be used at my own risk, they can mess up my mac, therefore why take that risk ?
Apple has done a great job with everything else so i don't think that it is a great problem or a waste of time to create some great themes,secure ones like the original OS X has.
