Does motion have a face blur effect (like they use on reality tv shows)

I need really pixilated circle effect to be able to blur someone's face out in a movie. What would be the best way to do this in either final cut or motion. Is there a specific effect for this?

Here's a really fast method an Apple demo guy showed me at NAB a few years ago:

1) Add a Circle Blur filter to the footage.
2) Move the center point of the blur to cover the face, adjust the radius and blur amount.
3) Right-click on the center point in the canvas, choose "Track".
4) Drag the tracker point to a good spot (like an eye), then click Analyze.

You'll have a tracker attached to the center of the circle blur effect. Quick and easy!

Off the top of my head, how about this:
1. Take footage into Motion.
2. Use the Analyze Motion to track motion of the face.
3. Duplicate the layer, add a gaussian blur & pump up values of the blur to make image as blurry as you like.
4. Then add a mask to the blurred layer to just blur out the area you want, and use Match Move on the mask to follow the motion analysis you did in step 1.
