So if I buy a 2nd gen Touch today it won't come with 3.0?!

That's right - it comes with v2.1.1. If you want 3.0, you pay the $10

I kind of think of it like an accessory. For example, the iPod touch comes with headphones, but if you want better/different ones, you buy them separately. So the current iPod touch comes with OS 2.2.1, but if you want OS 3.0 you buy it separately. It's optional.

No doubt, as in past years, at some point Apple will start shipping an iPod touch that includes v3.0, but no such announcements have been made yet. In the past few years, new iPods have been released in September.

Yes, you can use bluetooth headsets with the iPod Touch 2nd Gen, after downloading 3.0 update. However, Skype is now available for iPod Touch. In order use Skype you have to have a headset with a mic. So, the Touch's bluetooth is not limited to only stereo headsets. This is also how Touch users can take advantage of the Voice Memos app. There are those who are now using the Touch to make calls in free WiFi zones, no need to have a cell phone and it's free to other Skype members, and a nominal fee for Touch/computer to landlines or other cell phones. I was out the Apple store last night and there were many of us in a discussion about Skype & Touch's bluetooth. The Staff was very versed on the use of Sky, recommending either the Jawbone or Platraonics mic-headsets to use with the Touch.
