iCal is not letting me enter time in 24 hour format.

I run my system in 24 hour mode. There are some strange goings on with ical in 24 hour mode:

1. ical doesn't seem to allow you to enter the 24 hour time; you can't enter 21 for 9PM. Instead, you set the time to PM and enter the hour as a 12 hour entry. Thus to enter 9PM, you enter 9 and set the clock to PM.
2. The above doesn't work for times greater than 10PM. Here if you set the clock to PM, you can't enter hours greater than or equal to 10. To enter 10PM, a three step process is needed:

1. you first enter AM,
2. then enter 10,
3. then enter PM.

three questions:

1. Am I missing something?
2. Am I the only one using 24 hour mode?
3. Or is it once you have a workaround, it's no longer a bug.

I'm sorry, but I must be missing something here. I have the same problem, but "System Preferences...>Formats>Times>Customize..." does not give me the possibility to choose the option 0-23 for the hour display. All I can do is choose the length of how time is displayed and what is displayed (hours, minutes, quarters, etc.). I have tried leaving "before noon" and "after noon" empty thinking that would make for a 24 hour clock, but nothing gives. I am using OS X 10.5.8. Any ideas what's wrong ?
