Whether I am starting up or restarting, when I login then a finder window always opens on the desktop. Why? Is this now normal behavior for the finder? Is there a way to stop it?
In my experience, whatever windows that you have open in the Finder upon logout will reappear on the next login (to the same account) in the same positions. Therefore, if no Finder window is open when logging out then a window should not appear on login unless some other process that you have set to open at login also opens a Finder window.

Perhaps automatically connecting to a server at login might do this but I am not sure.

It is not sorted out, it turns out Cocktail did not fix the issue.
However, I think I found the cause. SOHO Notes Services. When I disable SOHO Notes Services completely, and it is no longer in Accounts-Login Items, then the Finder window does not open automatically on login. I reported issue to Chronos.
Unfortunately Chronos says they can not reproduce this issue. But it is definitely SOHO Notes Services. As long as it is disabled there is no problem, no Finder window appears.
