Why is Finder's search feature so useless and miserably implemented?

I've just downloaded a file. I know what folder it's in but I need to find it in among the many other files in the folder. I type in "engine" which is part of the file's name.

First the search searches the whole system for a file with engine in the contents.
Tons of files come up.

I select 'file name' in the windows header and still tons of files are displayed.

I select the folder name in the header and wait several (7, I counted) seconds and the window goes BLANK!

FINDER IS NOT ABLE TO FIND A FILE WITHIN A FOLDER!!!

I have to manually search each file within the folder until I find the file I want.

Why can't this thing just simply find a file within the current folder like every other system has been able to do since the concept of searching was invented!?

(I tried spotlight too. It couldn't find the file anywhere on the system.)

I love macs in general but whoever has been in charge of Finder's search algorithm should be fired.
