geotracking iphone 3gS

Ok. Went and read through all related posts. I am having the same problem as a few of them. I reset location warnings, made sure location services was on and also reset the iphone itself. (back to factory settings etc) Trouble is...the location of the photo's still is not appearing when I download them into my microsoft picture viewer. Am I missing something...I didn't see a response on how to correct this problem.
Thanks,

iphone 3GS, iPhone OS 3.0.1

You'll need to get a more robust program. Picture viewer is very very very basic.
