Macbook Pro 13" running too hot, Fans not seems to work fine

im concern because my Macbook Pro temp reach 83c and fans seems not to work fine. Just keep running slow and temp dont decrease. My previous Macbook (13" aluminium) works fine.
Any idea? Some hardware test?

Try resetting your SMC and run your hardware tester.
