Default area code when entering a phone number into iPhone or Outlook

Not sure if this is an iPhone issue or Outlook issue...
When I am entering a new contact's phone number into my iPhone or MS Outlook - New Contact, if I do not type in the area code (only type in 7 digits), the phone/ outlook defaultss to the (831) area code. My phone number is a(650)number and my local setting on the iPhone is set to Cupertino...

Any idea how I set default area code to (650)??
