Run Mac software in windows

Ok I do not know if this is where this belongs but I do own a mac and osx i also run win 7 through boot camp and parallel. I want to know if i can run iweb on the windows side it is so annoying to reboot just to run one program, i looked around and i cannot find anything to allow me to run a virtual mac environment anywhere, and where other people ask the answer is to buy a mac.
