If you can see the right hand side of the window, or bottom of the window, and something beyond the edge of it, and there is no scroll bar, there is nothing to scroll to, thus there is no bug.
If the window content goes beyond the edge of the screen, you have maximized the window larger than the screen size. To avoid that problem, resize the window by clicking on the green circle control in the upper left corner of it. If you can't see that control, click and don't let go of the mouse, while you drag the top bar of the screen until its upper left corner appears. If it won't let you move that window, there may be a dialog box awaiting a reply from that application, before you can control the rest of its contents. Minimize the window with the yellow control to see if one is hiding. Sometimes this behavior happens with Safari or Firefox if there is popup or popunder window.
If neither applies, you can use a webhosting service to store a screen capture, and show us exactly what's on your screen, using the command-shift-3 screen capture. Then we can tell you exactly what steps to take. You can't reference images directly from your computer on this board, but you can link to images stored at a website.
