Yes, those are not Parental Control Apps that you asked for. Those are third-party browsers with parental controls built-in which can restrict access to sites that that specific browser can browse to. They don't restrict any other apps such as Safari or the iPod touch as a whole. So it would be a trivial task to use a different browser to get around those restrictions.

By the way you can disable safari with the built in itouch parental controls. I would like to do this and then download somthing like B.O.B. Parental controls browser. My question is if anyone has had any experience with these Parental Control 3rd party browsers and if any one of them stands out as the best.
I think maybe comparing the AppStore reviews and ratings will get you a better response, as these forums are generally only visited by people having problems with their iPod touch, not necessarily people who've used those Apps.
