Have you followed the installation instructions available from a link on the download page http://get.adobe.com/flashplayer/
It may be worthwhile removing Flashplayer then repairing the disk and the permissions through disk utility before downloading and installing again.
Have you tried with a different User account, after that I would try my previous suggestion of removing flash repair permissions and try again. Make sure that Flash gets removed from the /Library/Internet Plugins/ directory.
It may be worth while to check with something such has AppZapper that all traces of the software are removed before repairing permissions and reinstalling.
After that I am out of ideas.
