Using multimedia keys with programs other than iTunes

It is possible to create keyboard shortcuts with the multimedia (previous track/play-pause/next track keys, or F8, F9 and F10) for use with other programs, besides iTunes?

When trying to do this in System Preferences > Keyboard Shortcuts, nothing happens when trying to push the play/pause button, for example (as opposed to F8).
