I noticed that after upgrading to Mail 4 and 10.6, when I forward email the BCC recipients are now included in my forwarded message. This was not the behavior I had under 10.5 and Mail 3.5. Is this by design? Any way to turn it off? I don't want my BCC recipients exposed if I need to forward a mail and forget to audit the data.

Please clarify -- you are forwarding a message you sent from the copy in the Sent mailbox, or you are forwarding a message in the Inbox that has Bcc that you can see? I need to know this so I can test what you are doing.
I send an email "to: bob" and "bcc: carol". Some future event makes me remember this email. I locate it out from my sent folder and hit forward. In the included message is my "to: bob" and "bcc: carol". The "bcc: carol" line was not included in Mail prior to Snow Leopard.
Since your first post, I have seen other reports of the same thing, and I have tested to replicate the behavior. I have submitted this behavior in a Bug Report, although it may not be called that in the final analysis. See:
