Can't delete jpg files on desktopppp :(

I'm not sure if there are threads similar to this issue, but I haven't found one that helped me get rid of this problem.

I have a couple of jpg files on my mac desktop and when I drag them to the trash, I end up having to input my password to delete the file. But afterward, the sound for files deleted plays, but the file is still on my desktop. Also, the trashcan is still empty.

Also, when I try to create a folder it says

The operation could not be completed because you do not have enough access privileges.

which does not make sense since my user is the Administrator. I saw a thread trying to fix this claim, but it says I need to use the terminal and didn't really explain in detail what to type exactly. I'm a super noob with the lingos used. Please helllp~ 😟

If just a simple restart does not resolve the issue, boot from your install disc & run Repair Disk from the utility menu. To use the Install Mac OS X disc, insert the disc, and restart your computer while holding down the C key as it starts up.
Select your language.
Once on the desktop, select Utility in the menu bar.
Select Disk Utility.

Select the disk or volume in the list of disks and volumes, and then click First Aid.
Click Repair Disk.
Restart your computer when done.

Repair permissions after you reach the desktop- http://docs.info.apple.com/article.html?artnum=25751

Try emptying the trash now.
