That is happened to me twice since upgrading to iTunes 9 yesterday. It happened under 8, but very, very rarely.
No, that is not normal.
Stop the genius data transfer by clicking the "x" to the right of the loading bar. Then go to "Store > Update" genius and try again.
If that doesn't work, stop the transfer, turn off genius (in the store menu) then try turning it on again.
Also keep in mind that Apple's servers are experience a fairly heavy load due to the recent updates, which may be causing some slowness.
