Can these type of speech bubbles be replicated within iMovie with a plug-in?

Not with iMovie 8/9, but if you have iMovie 6, you can get such plug-ins from Gee Three:

That's why many / most use iMovie 06.

not with a plugin (iM08/09 doesn't allow plugins), but with a 'trick'

btw: the 'bubbles' in OP's post are part of YouTube's annotation feature.. so, if you plan to deliver only via YT, no plugins, no workarounds needed..

I really like that clean look of those bubbles in that YouTube video - wish there was a third party product that could do the same style.
