Strange Finder and Menu Bar Behavior

Hello,

I've looked all around and I can't seem to find a solution to my problem, and I mentioned it to a Genius at the Genius Bar, but he had no quick answers, so maybe someone on here may be able to help.

System: 15" 1.67MHz Powerbook G4, 1.5 GB RAM, OS X 10.4.11

Symptoms: I'm not sure if they are related, but
a) Startup seems to get hungup (wheel of death) - The menubar doesn't appear until I open a program (the dock does appear, so I can use that to open a program), desktop items do not appear until I open a program. I can not open a Finder window until I open a program.
b) "Finder" does not appear in the menubar when it is the front most program. I am still able to use Finder shortcuts to perform actions, but I can't access Finder in the menubar.
c) Finder can't be force quit/restart via Force Quit or click/holding on the Dock.

Attempted (and failed) Solutions:
1) Removed suspect Login Items
2) Restored disk permissions
3) Reinstalled OS X 10.4 from the boot disk
4) Created a new user account, it displays the same symptoms

I have no idea what the cause of this could be, short of a new harddrive/100% fresh OS install, I'm out of ideas. I'm not sure how to access the boot logs or anything via terminal, but am willing to give it a try if someone can help diagnose the problem.

My HD fluctuates around the 10GB mark, which fits with the rule of leaving 10% of the HD free(it's a 93 GB HD). By disk Maintenance what do you mean? i've run Tech Tool Deluxe

I'm guessing this may be a little frowned upon, but here's the syslog. I wish I knew how to interpret this a bit better.

Thanks for your help and time!

My HD fluctuates around the 10GB mark, which fits with the rule of leaving 10% of the HD free...

10 GB isn't really enough on that small of a drive. My VM usage with just Firefox & Text Edit running is 11.11 GB. At the very least it is slowing OSX down considerably.

By disk Maintenance what do you mean?

I'd disconnect Time Capsule drive for the time being too. Looks like some serious OS corruption.

"Try Disk Utility

1. Insert the Mac OS X Tiger Install disc that came with your computer, then restart the computer while holding the C key.
2. When your computer finishes starting up from the disc, choose Disk Utility from the Installer menu. (In Mac OS X 10.4 or later, you must select your language first.)
*Important: Do not click Continue in the first screen of the Installer. If you do, you must restart from the disc again to access Disk Utility.*
3. Click the First Aid tab.
4. Select your Mac OS X volume.
5. Click Repair. Disk Utility checks and repairs the disk."

http://docs.info.apple.com/article.html?artnum=106214

Then try a Safe Boot, (holding Shift key down at bootup), run Disk Utility in Applications>Utilities, then highlight your drive, click on Repair Permissions, reboot when it completes.

(Safe boot may stay on the gray radian for a long time, let it go, it's trying to repair the Hard Drive.)

One way to test is to Safe Boot from the HD, (holding Shift key down at bootup), run Disk Utility in Applications>Utilities, then highlight your drive, click on Repair Permissions, Test for action in Safe Mode...

Reboot, test again.

If it only does it in Regular Boot, then it is some 3rd party add-on, Check System Preferences>Accounts>Login Items window to see if it or something relevant is listed.
Check System Preferences, the Other row for possibilities.

Also look in these if they exist, some are invisible...
