Can I use the RAM from the Intel Mini to upgrade the RAM of the Power PC mini?

No.

The PowerPC Mac Minis use DDR, whereas the Intel use DDR2.

As for the power supply, I don't know.

the G4 minis used an 85w power supply. in comparison, my macbook uses a 60w psu & the macbook pro uses a 85w supply.

using the 85w supply on my macbook doesn't hurt a thing. it can provide up to 85w, but only on demand. it's not like taking a 115v plug & putting it into a 230v socket & it blows the appliance up.

While using overpowered power supplies is better than using underpowered supplies, it can still cause problems because of how finely tuned the Macs are. A minor brownout surge will be even more enhanced by an overpowered power supply. Best to stick to tested power supplies.
