newfs command (sbin/newfs) removed in 10.6 (snow leopard)?

newfs command (sbin/newfs) removed in 10.6 (snow leopard)?

It seems, that apple removed the newfs command in 10.6. Even the man pages newfs(8) isn't available?
Has anyone some ideas why?

Sure I know the diskutil command, but the man pages for diskutil references newfs(8) too ("see also" section).

And of course, the diskutil command only works on recognized devices/filesystems while newfs works with partially known devices as well.
