Airport Utility can't find Airport Express

I've tried everything, soft reset, hard reset, factory default reset. Sometimes Aiport Utility is able to detect it, most of the times it isn't. When it is able, I can configure settings, and once I click update it will say the configurations have successfully been updated and the Airport Express must restart. After taking a couple of minutes trying to restart, Aiport Utility shows an error saying the Aiport Express cannot be configured. It directs me to close the window and restart the program. Once I've done that, the Airport Utility cannot find my Airport Express.

What should I do?

Macbook, iPhone 3GS 16GB, Mac OS X (10.6), 2.16GHz Intel Core Duo, 2GB 667MHz PC2-5300 DDR2 SDRAM
