ENCODER/Video tab in the inspector question

Hello guys,
when I wanna apply H.264 and some other codecs I always have a question regarding Key Frames setting found in ENCODER/Video tab.
What are these keyframes controlling and how they affect a quality of the video?
Automatic or every 24 or all?
By choosing number of keyframes, do I create a number of I frames per second? That would mean that "All option" would give me the best quality, and every 30 frame would give me the worst?
And what is Frame Reordering?
