It depends on what type of damage the Time Capsule has suffered really. In many cases no, but there is always a chance that Apple or some other third party business may be able to salvage some of the files, but it's never a guaranteed thing.

When using the Time Capsule, I would recommend using it to backup your files and not just store them, but that preference is up to you. 😉

Apple will not offer this service, but there are a number of data restoration companies that specialize in this type of thing. Ask a service shop if they offer this service. If they don't, they will likely be able to refer you to a company that does.

The data can be rescued if the internal disk is intact and has not been damaged. In other words, if a Time Capsule fails because of a power supply problem or some other electrical issue, you will likely be able to retrieve the data on the disk. If the disk drive itself fails, the chances of saving the data go down quickly.

The best insurance against a failure in the Time Capsule is to use the "Archive" function of the Time Capsule. This will allow you to make a backup of all the data on the Time Capsule to another drive...just in case.
