Pillarboxing 4:3 photos to 16:9?

I've recently been given an electronic picture frame, but it is in the ratio 16:9, and many of my personal photos are 4:3 and look stretched and distorted in the frame.
Is there a way to pillarbox, ie. add black bars on either side of the image, my 4:3 photos? When I try to use the crop tool, I can zoom, and crop in the 16:9 ratio, but I lose the top and bottom of my photos.
Can iPhoto do this? And if not is there some nifty little freeware app that will?
