Safari access to FTP server

I host a FTP server that Mac and PC clients access. I recently had a Mac user tell me that he can pull stuff off but can't upload stuff to my server. I decided to see if I can recreate the issue and was able to replicate it perfectly. When I login to the ftp site, it tells me that I have 17 folders and 0 KB free at the top of the window. When I go to the same site in finder using go to server functionality, I am able to post stuff with no problem at all. Is Safari like Internet Explorer in that it can be used as a read only client and if I want to upload something on to it, I will have to tell my users to use the finder application and go to the server to post data?
